Kashmiri Pandits in exile still confront with many crucial problems :
Seven lakh Kashmiri Pandits a micro minority community of Kashmir living in forceful exodus for last more than three decades in camps and non camps in Jammu and other parts of the country still face many critical problems for their survival in exile despite passing 37 years after being thrown out of their ancestral place in kashmir by Islamic fundamentalists and Pakistani sponsored terrorism. Their 36 years blood shed and in justice still haunts them in the forceful exodus.
Their main problems for which they are struggling hard in migration are listed below :
1. Enhancement of Monthly cash Relief :
The monthly cash assistance of Kashmiri displaced migrants solely dependent on it gets rupees thirteen thousand per month per family , a meager and low cash assistance to maintain their families and eke out their honourable livelihood has not been increased for last many years by the concerned authorities which always remains a matter of worry and agony for this displaced community living temporarily in camps and non camps in Udhampur , Jammu and other parts of India. The cost of living has risen and the price of the daily essential commodities is touching sky but the relief holders are left at the mercy of God for sustanence of their lives on such meager amount. This a long pending demand of the community that the monthly meager cash assistance of Rupees thirteen thousand must be increased to rupees twenty five thousand at least so that they can live a slight better life as well maintain their families and ailing patients.
2. Rising unemployment among educated Displaced Youth :
The rising unemployment problem among the displaced migrant youth living in exile has caused great disappointment and resentment among the Displaced community because no employment package was given to the community since 2008/09 despite passing more than a 14 years. The educated Dispalced youth is in big desperation and frustration which is a serious matter needs to be tacked on priority basis without further delay. The Government of India must take a humantarian view of this grave problem by according a special employment package of at least ten thousand posts for educated displaced youth. The community leaders also urged for carrying out special recruitment drive in various camps and non camps like it was previously done by absorbing the educated youth on the spot in different Central and UT of J&K departments to tackle the unemployment among this displaced community who has suffered irreparable losses due to forceful migration from Kashmir in 1990 at the hands of Pakistan sponsored terrorism. It is also the general demand of the displaced community that per job per family be also provided to the Displaced community to tackle the rising unemployment menace among the Dispalced educated displaced youth as well avail them an opportunity to serve the people with their best talent as well eke out their livelihood in the forceful exodus.
3. Return and Rehabilitation Policy :
Formation of concrete and tangible return and rehabilitation policy for more than seven lakh displaced kashmiri migrants is the need of the hour as till date no such policy has been constituted by any Government that remained at helm of affairs in Jammu and Kashmir or at New Delhi in these thirty seven years & also no effort has been made in this direction to pave a way for their return and resettlement back in Kashmir valley with honour and dignity keeping in view all their security parameters.
The entire community aspires for formulation of a concrete time bound return and rehabilitation policy for Displaced Kashmiri migrants for their resettlement back in valley after taking on boat the community intellectuals, philanthropists, academicians, notable socio political activist and leaders.
4. Restoration/Retrieval and protection of their immovable properties in Valley :
Soon after the forceful exodus of about seven Lakh Kashmiri Pandits from valley in 1990 when the Pakistan sponsored terrorism was at its peak, the immovable properties which include the person land of migrants, land of temples and shrines were illegally occupied and grabbed by anti social elements and countless migrant houses were set on fire by taking the advantage of their forceful migration.
It is important to mention here that despite passing more than thirty seven years of their exile period, their lands are still under the illegal occupation of anti social elements which is still a big problem for the community. The entire community wants that immovable Migrant Property act 1997 must be implemented in letter and spirit as well all the illegally occupied land of Kashmiri migrants be retrieved, restored and handed over to the rightful owner without delay as justice is delayed is justice denied.
Thousands of kanal of migrant land is still under the illegal occupation of anti social elements which deserves a strict and tangible action on immediate basis to retrieve and restore it. It has come to surface that land records of many displaced migrants have been tampered and proprietary rights have been snatched that too deserves a stringent action and those responsible for such crime be dealt as per the law of the land.
Conclusion :
Thousand years old civilization and history of Kashmiri Pandits which was eroded deliberately under a well thought out machinations in 1990 by Islamic fundamentalists and Pakistan sponsored terrorism as the period was the darkest day of History and Kashmiryat for Kashmir was globally famous. The present NDA Government has worked very hard in last more than ten years to bring complete peace, prosperity and progress in entire Jammu and Kashmir particularly in miltancy hit Kashmir Valley to which they succeeded completely and the entire credit to Present Central Government led by Modi Ji.
A ray of hope has again emerged out that the displaced community will definitely be rehabilitated back in valley with honour and dignity at their original roots for which NDA Government has to take a call as well address all the above listed genuine problems of this hapless Dispalced community on priority without further delay as the community has still pinned great hopes in present NDA Government.
