The shrine is dedicated to the goddess Ragnya Devi, also known as Mata Kheer  Bhawani, who is believed to be an incarnation of the goddess Durga. Mata Kheer Bhawani Yatra 2025 is commencing from 1st week  of June 2025 and elobrate arrangments for the transportation, safety and security and boarding and lodging of pilgrims have been made by the Government of Jammu and Kashmir and the Relief & Rehabilitation Commissioner Migrants J&K is coordinating all the arrangements closely and Kashmir Pandits living in exile for last more than thirty years in camps and non camps in Jammu and other parts of the country who have great faith in the Mata Kheer Bhawani remain the main focus of this holy pilgrimage.

The Mata Kheer Bhawani Mela is scheduled to take place on 1st week of June, 2025 & this annual festival is held at the temple of Mata Kheer Bhawani in Tulla Mulla village, Jammu and Kashmir, and is observed on the Ashtami day during Shukla Paksha or waxing phase of moon in Jyeshta month. The festival celebrates the discovery of the holy spring by a pious Brahmin and the arrival of Mata Ragnya (Khir Bhawani) to the valley.

The government has made elaborate arrangements for pilgrims from Jammu and Delhi for the upcoming Mata Kheer Bhawani Yatra. The government has arranged for nearly 200 buses to ferry pilgrims from Jammu to the Mata Kheer Bhawani temple in Ganderbal, with destinations including Tikar Kupwara, Manzgam, Devsar, and Lagipura in Anantnag. Tight security arrangements have been made for the pilgrims, with police deployment en route to the yatra and at the temple premises. 

The administration has arranged for langar services for the pilgrims, providing them with food and refreshments during their journey. Medical camps and ambulance services have been set up at designated points, such as Government Higher Secondary School Nagrota, the yatra flag-off venue. Community kitchens have been arranged at designated places near the Jammu-Srinagar National Highway to cater to the needs of pilgrims. Road clearance machinery remains in place to ensure smooth traffic flow and to clear any road blockades or landslides.

The other holy  pilgrimage sites besides Popular Mata Kheer Bhawani Temple,  Khabarnen(Devsar), Tikar, Manzgam, Logripora (Ashmuqam),  Badrakali and many other holy shrines are also being visited by the Kashmiri pandits and other devotees in large during this period  for religious rituals, meditations, yagaya to seek the blessings from dieties as Kashmir is home to numerous sacred sites that attract pilgrims and tourists alike.
